I am rank 4, and in about half of my battles I am put against someone with 4000 cp Pokemon, including at least one legendary, when I am using 3000 cp non-legendary. I do not have any high cp legendary because to get them, you must play in a big town or city, or with a large group of friends, which I do not. Normally I just don't battle, but currently it's about the only thing I can do.
